Michael Mattina of Matawan used a hidden camera to record the victims and then posted their video images on two adult web sites, Ocean County Prosecutor Bradley D. Billhimer and Brick Township Police Chief James Riccio said.
The crimes occurred in a residence in Brick Township, they said.
Mattina was charged with five counts of invasion of privacy and distribution of obscene materials, they said.
In connection with the 16-year-old victim, Mattina was charged with endangering the welfare of a child and manufacturing child pornography, Billhimer and Riccio said.
Mattina was processed at Brick Township Police Headquarters and released on a summons pending a future court appearance, they said.
